Minus one prong, still electricity?
 
I have a quick, possibly stupid question, would an electrical current still be produced of only one of the top two slots of an outlet, as well as the bottom "ground" slot were being plugged into?

Not unless there was a problem.
No current should flow between the hot and ground wire.
