Looks like 8 apartments with a house meter. Originally started with 4 and 4 were added at a later date. Do it 2 more times and Clete will be happy.

That looks pretty. That's very common around here. I've seen apt's with 10-20 apts with no mains. The inspectors say if their all close by and consolidated their not worried about a main

In my case you could run a # 6 feed thru all meters and set at 2 ground rods and that would pass

That's not the reason they pass, you can have up to 6 disconnects per service...

A fireman (who happened to be county electrical inspector) told me once, it doesnt matter if its 6 or 20 mains inside basement, the tenants are dead or not and have nothing to do with flipping off one main or 20. He went on to say if its that damn bad of a fire they just pull the fuse at transformer anyhow

Thought so too at first. If you look close the two banks of meter pans are different makes/vintages.
