main panel splice


I need to install a generator transfer switch and panel. The circuit wires in the main panel are to short to relocate to the generator panel. Does code permit a splice (wirenut) to be installed in the main panel to extend the wires to the new panel? I want to move six curcuits for the generator to control. Thanks.
