Main breaker panel

Is there a code that states that there must be 3 foot clearance around a main panel box?

Main breaker panel

actually in front is 36".

See NEC 110.26
...or this link: http://www.selfhelpandmore.com/homew...eter/index.htm

Sometimes I feel like if I answer any more questions it is like someone trying to climb over a fence to jump off a bridge and me giving them a boost.
Answers based on the 2008 & 2011 NEC.
