Sounds like the wrong style of panel is installed. Can you post a pic?

Yes. The main is stuck in the on position though. Which probably isn't good

it is normal for a painted metal panel to rust after 25 years. i have some industrial outside panel that start rusting after 3-4 years.
probably the fitting on top is not sealed correctly anymore
