Location of Main Lug Panel

Hi all.

I am putting a sub-panel in my basement. I have a small tool bench and I would like to put the panel above the bench on the wall. Is this allowed? If need be, I can demo the bench.

Location of Main Lug Panel

There must be a completely empty space in front of the panel. The floor must be without projections. Measured from the front of the panel, the empty space must be 30 inches wide, 36 inches deep and 6 1/2 feet high. The panel may be centered, far left, far right or anywhere in between. The door must be able to open at least 90 degrees. I think anything that sticks out from the wall around the panel cannot stick out more than 6 inches.
