Light Fixture Installation, 3 wires and none are hot

I am trying to install a light fixture and under the cap, there are 3 wires.

Red, White, and Black. I stripped each wire and tested all of them and none are reading as hot. Voltage tester is brand new and works in an outlet.

Any tips on what to do next?

Thanks in advance for any guidance you can provide.

are there any other working lights in that ceiling?
is there a wall switch nearby?
do you have the power off?

No other lights in ceiling. Wall switch nearby was flipped both ways with power on and still nothing.

Used the voltage tester in light switch box and it's hot. The switch box has 2 switches with only the right one set up and the left one has no switch.

I wondered if that meant if left switch needs to be installed. I opened the box and there are a LOT of wires in there... how do I tell which set of wires will control the wires in the ceiling fan?

The romex sleeve for the three UN CONNECTED wires at the light box
should be identifiable at the switch box.

The white may already be connected...
And ideally there is another loose black wire
(that if you look carefully will be related to the other switch).

Take a picture and post it; we'll go from there.

I'm still pondering this statement.
A picture is worth more than 20 words.

1.So do you have 2 switches in the wall box or not.
If there are 2 it is probably set up to control separately a ceiling fan with a light canopy.

2.Was there a light fixture previously installed there and you are replacing it with a new one. Or was there just a ceiling box with a cover on it?

3.Are those red-black-white wires from the same NM cable(romex)
