Light doesn't turn on immediately on dimmer switch

I was over helping a friend with some electrical work. There was one light that was on a dimmer switch. It hasn't always done this, but when you turn the dimmer all the way on it might take about 10 to 15 sec before the light comes on now.

Is this a bad or worn out dimmer switch? Thanks in advance

Is the controlled lamp an incand. lamp? If yes, I guess it's the dimmer, but that is a strange way for a dimmer to fail.

Sometimes the dimmers are bad. The rotating assembly inside does not make contact when you want to. Try a regualar switch; if it is bad, then the dimmer is O.K.: the line and the bulb are bad. Try a new dimmer, if the line and the light is O.K.

Yes it is a incond. it is actually a blade type, almost looks like a fuse you would put in a panal.
