Is it legal to run wires on the ground, in conduit?

I'll see what HD has, but think I will settle with the EMT and buy the bender tool and run a couple individual EMT runs. Will make for a neat installation too. Right straight down from the panel, one 90 bend and on the ground to the rack, then to the plug boxes. The ground part will most likely be covered by some kind of raised walking surface. I'm not ready to do this any time soon but at least I have an idea now of what to do.

Anyone familiar with CEC and if having plugs directly on the floor is ok? That's the only part I'm not too sure on now.

i found it easier to put twist lock plugs on the ceiling instead of regular ones in/on the floor

There is absolutely no reason for GRC in a residence unless you're running heavy machinery inside. EMT would do just fine in this situation. Try to bend 1 1/4 EMT by hand and you'll see the value of using more smaller conduits when available. Floor receptacle require floor boxes.

I have to agree. Not sure that rigid was actually recommended by anybody but no, you aren't going to need rigid or even imc. emt will be just find unless you have a habit of wearing one of these as you wander around your server room:

Agree, EMT should work just fine. I only mentioned IMC and Rigid conduit to give the OP an idea of the different kinds of conduit, not to suggest that they were needed.
