Lack of neutrals in new building
 
In a new building that just went live, I'm very concerned about the lack of neutrals. Unfortunatly, there are politics involved. The building for example, like 6 hot with only two neutrals in an area

So,, how to watch for problems?
Could it have anything to do with a little sorter "blowing up' yesterday with fire and sparks coming out of it.
How to test?
Who to call to check out the building?

Is this a 3 phase system inside a commercial building? If so then sharing neturals with 3 phases is a common practice. I can't understand why someone would come to a homeowners board to ask about a commercial building.
