Kitchen Wiring Power Coming From Ground

In the house I am working on. The switch worked perfect. It was on a knob dimmer. They had 2 recessed lights connected to it along with a fan above the stove...Not sure why. I removed the wire for the fan re connected the white and black wires upstairts and then the switch. Lights arent working. Test the wires black and white there is no power. Ground and black there is power. White and ground there is power?

The neutral (white wire) is disconnected or loose somewhere. Recheck all connections.
