true or not? in houuse wiring, no connections can be outside a box. even connections of two conductors properly made with a wire nut.

True. All splices must be in a jbox.

The only possible place I can think of where a splice can be made without a J-box would be feeding an outbuilding overhead. A splice can be made in open air at the weatherhead to transition from overhead wire to conduit wire. Hots and neutrals must be insulated. Otherwise, as stated above, all splices must be made in a box of some sort.

And....
The junction box must be accessible. Can't bury it in a wall, ceiling, or floor.
