Is that picture right side up?
Can you back up so the guys can see the whole picture?
If it's right side up and that's a window of door opening there's going to be a wood header right there. Plus to get over there you would have to run wires around the duct work.
Is there a ground on those wires?

Moving the new J-box next to the heat duct will be within code---go right ahead----

The JB can be moved closer to the cold air return. It cannot be installed inside the return. Depending on the framing, that entire area be return. You'll have to look inside the return and if you can see the wire it has to be relocated.

Make it easy on yourself and make nice straight cuts with a razor knife along the ceiling to wall area with a razor knife, use a framing square to mark the lines down the wall and mark your spot where it's going to be cut horizontal so cutting the new patch will be a sinch.
I use an ossilating saw for this one, goes through it like butter and will not go so deep it will hit a wire.
