Jct boxes above a drop ceiling.

Is this legal? I have a finished basement with a drop ceiling, I knew about 1 box, but while I was doing some plumbing today I found 8 additional jct boxes, one really cute one looked like they connected all the wires and just tossed it on top of a ceiling tile.

not to mention zero of the boxes have covers.

Yes they are legal.
How do you think office complexs are wired?
They do require covers though.

Pretty sure covers are required
Junction boxes must be accessible
Above a drop down ceiling does qualify since you can remove a tile to access them
