There may be some code-compliant way that you can interrupt the power to one of the two lights.
You set the first light into the correct state by using the inside switch and
then you set up the second light by using an outside plug or weatherproof toggle switch to set up the second light.
If there is no code-compliant way of doing this, you can get a tiny rubber-booted weatherproof toggle switch from Digi-Key or Mouser or some such place and mount it in the box for one of the lights.
The incremental loss of safety you will get from this can be balanced out by cutting back somewhat on your bungee jumping.
