isolated power outage breaker not tripped


My daughter came home hooked up phone charger and lost all power to upper half of house . Went to panel breaker was not tripped. Pulled out power checker and everything lights up but no power no lights no nothing, the bottom half of the house on the same breaker everything working fine. Please help, I cant figure it out.....

Going to be a lot of guesses on this one since no one here is going to know how your house is wired.
Did you shut off the breaker all the way and turn it back on?
What are you trying to check it with, a noncontact tester is usless for this one.
Reset all the Arc faults in the panel box if there area any?
Reset all the GFIs in the oulets?

And the only way to check that would be to open up the panel box and use a volt ohm meter.

Should I check the volts on just that breaker evrything else working fine what should it read for. Volts

Well as far as the house is wired tjhere are two celing fans and three lights down stairs on same circuit second floor has two outlets and four lights on it third floor has oe outlet and to lights , this seems to be where the issue occured there was two surge each strips in each room this outlet fed.

There is no gfci or gfi on any outlets why would uppsatirs circuit have no power and downstairs have power on dsme breaker I took outlet out and removed wiring without shutting off breaker...
