Insulation around a electrical circuit breaker box

I have a circuit breaker box that is on the outside wall of my house and there is obviously a fair amount of cold Washington DC air coming in through this circuit breaker box. In the attached picture is the offending hole where the wires feed into the house. What is the best type of insulation I can put around these wires (the large wire bundle, not the wires in the blue brackets)? I can use caulk, typical wall insulation or even the expanding foam, but want to use the best product without affecting the operation of the circuit breaker box. Any help would be appreciated without causing an electrical/fire hazard.

this is what I typically use to plug holes such as this. It is removable if you need to and when worked throroughly, becomes quite pliable.

Its interesting where they have the duct seal at our local home depot. It's over with the data com products where they stock the RG-6 etc.. They also have the wiring pull string and wire pulling lubricant there also.

Anyway I agree with the duct seal in your situation. The cable your talking about is a SEU and they do make a sealing bushing/connector for it. But to install one you would need to disconnect the service entrance so I'd go the duct seal route....l
