It is always possible depending on how much wall or ceiling damage you are willing to repair.

More details needed. Is there accessible space above the ceiling? Describe what you mean by a modular home (some people would say a double wide is a modular home). Do you have access to a crawl space or basement?

If you plan to do this yourself, what is you level of competency and do you have tools? Have you done this type of electrical work before? Does your locality allow homeowners to do electrical work? Are you prepared to obtain a permit and follow an inspection schedule?

Modular home? Almost certainly yes.
Mobile home? Almost certainly no, or not worth it.
Sometimes I feel like if I answer any more questions it is like someone trying to climb over a fence to jump off a bridge and me giving them a boost.
Answers based on the 2011 NEC.

Manufactured homes, AKA trailers typically do not have enough depth in the ceiling framing to allow the housings to fit.

A modular would be no different than a stick built house as far as adding the recessed.
Answers based on the National Electrical Code. Local amendments may apply. Check with your local building officials.
