Indoors off-grid lighting system?

I have an attached garage that only has three circuits: one for the dryer, one for the washer and the other one for couple of outlets. The current lighting electricity is drawn from the kitchen lighting circuit.

I have an idea of putting an off-grid lighting system to the garage. I'm planning to buy 200W of solar panel, put it on my roof, add a 12V DC charge controller to feed into couple of golf-cart batteries. Then use these batteries to light up my garage using LED lighting. Just wondering is there any electric code governing the 12V lighting system in a garage? Also, any specific code regarding the off-grid solar panels?

I am thinking that 12V wiring is just like wiring in a car, which is pretty simple other than the tight spaces. But I am not sure of what I can or cannot do in a house.
