Illegal exterior electrical ?

I am reposting this question in detail . I would like you know what the consiquences would be to a motel owner If he was to Remove existing in ground electrical wiring for existing exterior lights . then was to dig down only 10 inches instead of the required 18 inches . Install the proper wire ( not in conduit )and install new Very expensive custom collumns to the new wireing . the new wires are connected to existing wireing that is burried underground and is not underground wire and the existing hot wire does not have a ground wire .
No permits were pulled for any of this work !

Local laws would dictate the consequences, not the NEC or IBC.

I will not try to answer what the legal issues would be, but I do know that it coyuld be very serious. Just look up legal issues about non compliant electrical installations.
Burying only 10 in down and connecting to improper wire is a code violation.

Answering as someone who doesn't know for sure at all, but I would think that AHJ would have jurisdiction to demand that the work be removed or corrected to be done correctly, had it been on new construction they wouldn't have been able to get a certificate of occupancy...

Not pulling a permit usually the inspector can require that a permit be pulled, which will have additional fees for a permit after-the-fact.

I will ask two questions myself.

WHY are you so worried about this? Do you live in this motel with fancy columns?
