how to determine if panel is maxed out?

Your panel is a 16 space and capable of 30 circuits so you can use the double mini breakers.
A lot of times you can't use either the top or bottom two spaces for the mini twins.

Just cause you can doesn't mean you should.

Twin breakers are evil and the panel ends up jammed full of wiring.

I'll use one or two in a pinch, that's it.
