How to attach 3/4" conduit to 1" hole?

I have what seems like a stupid question to me, but for the life of me, I can't figure it out. I'm attaching an external box to an (outdoor, so it needs to be water-tight) breaker panel. The external box has a 3/4" hole on it, but the panel only goes as small as 1".

I'm trying to figure out the proper way to adapt and attach the conduit. My current plan is to use the below as conduit between the two:

However, the problem I'm running into is I can't seem to find a way to enlarge the 3/4" nm conduit to fit a 1" hole in a manner that is water-tight. I've found 1" bushings, but I would have to glue them "through" the box, which doesn't strike me as a good idea (is that even allowable?)

As a side question, does it meet the NEC to simply terminate the conduit in the box that is 3/4" by screwing the female coupler through the hole? I can't come up with a reason not to do it, but figured I'd ask.

Thanks!

Mount a 1" terminal adapter with a locknut to the panel. Cement a 1" x 3/4" bushing in to the TA. Cement a short piece of 3/4" pvc into the bushing and into each end of your flex. Cement a TA to one end of your flex and cement the other end into the bushing. Screw the WP box onto the 3/4" TA.

Is this in the bottom of the panel? If so then it does not need to be watertight. You can just use reducing washers.

Does that form a weather-proof seal? I would have expected to need an O-ring or similar in there.

An o ring where?
If that bothers you then use sealing washers.

Could you not drill your own hole in the panel for the 3/4 pipe fits.

Make the 3/4" hole a 1" hole and use 1" pipe?
