Hook up breakers before or after rough in?
I'm adding 4 new circuits to my house and will soon schedule the city inspector to come for the rough-in inspection.

Should I hook up my wires to the breaker panel before the rough in, or is that typically done between the rough in and the final inspection?

If I don't hook them up to breakers, do I just leave the wires bunched in the inside panel (whatever it's called, the panel on the other side of the wall from my outside breaker panel).

They can be cut in at any point. If you leave them disconnected from the breakers you can be sure that no one can turn the circuits on before everything is installed.

Typically thet will want to see how / where they enter whatever box they terminate in. If possible.

And that they are stapled / clamped / supported as necessary.

The final connection not necessary yet.

Id leave them unhooked in the panel till all your plugs /fixtures are installed :)
