my central air comes out cool but with no force.

Check the filter and see if its in need of a change out.. If thats not it and your getting cool air out of the vents but no real airflow, its probably the fan in the air handler.

I'm not an HVAC technician, but I have a 1998 Carrier heatpump system.
Whenever I run into a weak air flow situation, it always means that the blower (circulating) fan motor control has gone out.
It happens so frequently with this Carrier heatpump design (once a year or least every other year), that I keep a spare motor control (about $200) and learned how to replace it myself.
That may be the problem, if you don't change the filter monthly.

Last year, I had that same problem and had to have the motor replaced. It would have cost hundreds, but I took out a home warranty insurance ($39 month) and had it fixed by a lic. AC repair company for a $45 fee.

I have had the same problem, twice now and it was determined that there was a refrigerant leak.
