Grounding question

The area I am working in is still using 1999 code. All of the main pannels up the street are using the city water lines for the service grounding electrode. Everything is concrete with no way to put in a ground loop except. I have the front porch floor riped out. If I put a ground loop under the porch will this voilate any code. Yes I will keep the water pipe bonded.

Grounding question

I can only assume you are using the wrong term, "ground loop". I think you want to install another electrode (ground rod)?

It is perfectly fine to run the wire that way. Nothing is written that it must remain accessible.

Sometimes I feel like if I answer any more questions it is like someone trying to climb over a fence to jump off a bridge and me giving them a boost.
Answers based on the 2011 NEC.

Grounding question

The easiest way would be to drill a hole in the concrete. Then drive the grounding electrode or two if required.
