grounding an old bathroom


my house is old, and there is no ground to the 2nd floor. My 100 break panel is ground to the main water pipe,and the 1st floor and the basement are grounded.My question is: Can i connect a ground wire from cold water pipe to the outlet in bathroom in the 2nd floor ? It is only 1m of wire.Thanks

In USA no it is not allowed but Canada I am not sure if they still allowed or not so hang on tight one of the Canadian electrician will comfirm this part.

my house is old and the 2nd floor has no grounding.I have a 100 amp panel grounded to the main water pipe, and the basement a 1st. floor are grounded. My question is.on the 2nd floor bathroom can i connect a ground wire(1m) from the cold water pipe to the outlet?Thanks
