grounding an old bathroom

my house is old, and there is no ground to the 2nd floor. My 100 break panel is ground to the main water pipe, and the 1st floor and the basement are grounded. My question is: Can i connect a ground wire from cold water pipe to the outlet in bathroom in the 2nd floor ? It is only 1m of wire. Thanks
