Ground wire turned black?

I took out one of our fixtures in the house that was installed by the builder to see how they're wired. I noticed that the unshielded 18AWG ground wire from the fixture is covered in black suite. Is this something to be considered about? The electrician wire nutted the fixture ground to the 14AWG ground, but did not use the ground screw in the box. This is a metal box. 2 years since install.

Ground the box too. use the ground screw provided. i wouldn't be too concerned myself if everything is connected properly and there are no problems with the insulation on the wires in the box. Could be just corrosion and dust?
