If the instructions state that you need a GFCI outlet or breaker, you need to follow what they state. If my calculation is correct, it needs a 20 amp breaker per leg, or 20 amp double pole GFCI breaker. Pretty expensive breaker when you start pricing them out.
You can go to the NFPA.org site and pull up the NEC. Your local city or village should have the info online.
Now of course, there are some of us with the electronic version of the NEC, but due to NFPA reg's we just cannot send it to someone, but we can pull cites out of it for people, if need.
The rules are in the manual most of the time, that comes with the device, but it is getting to the point that they just give you the Chapter, Section, sub-section, since you are able to search for it online, by using the following in any search engine for example.: NEC 110.3(b)
