GFCI not working

I help maintain the building at our church and we have an issue with exterior GFCI's not working. I find it hard to believe that all 8 outlets around the building will not kick off the power to the outlet when I press the "Test" button.

Is there a way that these can all be bad or are they wired up wrong?

Any help with what to check would be greatly appreciated. Thanks

Ether way bad or wired wrong they should be repaired. I would say to start with one outlet and investigate to see if it is wired wrong or just bad. After that you may have a better idea what is up with the others. If you are not comfortable with electricity get some one who is. It is possible they are all bad I have seen that in older homes were all the gfci in all the bathrooms were just bad I guess from age?
