Garbage Disposal power problem

Hello, my kitchen garbage disposal (GD) stopped working.
There is one duplex receptacle under the sink where the disposal &
dishwasher plug in (split receptacle). A digital voltmeter check in the GD plug shows 10 or 20 volts. In the dishwasher plug it shows 115. Also plugged lamp into GD plug and got nothing and then plugged it in DW plug and it lit up.

There is power a switch over the counter for the GD half of the receptacle. When I measure voltage at the switch (2 wires -black & white) I get 80 volts with the switch off and 10 or 20 with the switch on.
There is one switch (single handle) in the breaker box out in the garage that controls the DW & GD receptacle. Turning off the breaker cuts power and turning it on restores power as described above.

I swapped out the single pole wall switch with a new one but
that made no difference. I also opened the receptacle box under the sink and did not notice any loose wiring. What could I be missing? Could a
improperly functioning garbage disposal have caused a weak connection to either the receptacle or switch to open up? Should I also replace the receptacle?

your issue is probably in the connection in the receptacle box. You have a hot that must be going to the switch check this connection.

A connection upstream of the switch could be bad. Turn the GD breaker off and see what else in the house doesn't have power any more. Anywhere that loses power with the GD breaker off, needs to be taken apart and connections remade.
