Should not be using a foot switch on a drill press!
That's an accident waiting to happen.

Wire it to the normally open contact. Once you press your foot on the pedal it closes allowing the drill to start.

That's actually how many industrial drill presses are set up. That way you can have both hands on the workpiece before starting the drill and the foot switch acts as a "deadman" to instantly turn off the drilling operation if you have a problem. Actually probably a much safer than having an on-off switch on the head of the drill press.

Sounds like you connected the switch across the hot and neutral. Do not make any connection to the neutral.
The foot switch needs to be connected to the hot wire.
One option would be to connect it across the existing switch. Then either one will turn on the drill press.
The other option is to connect it in series with the existing switch. Then the foot switch won't work if the toggle switch is off. To do this you remove one wire from the existing switch and connect to one wire from the foot switch. The other wire from the foot switch connects to the point where you removed the first wire.

With that setup you will need to step on the switch to make it stop.
Use the NO (normally open) contact instead of the NC(normally closed). Otherwise should be fine.
