Florescent replacement in bathroom

I want replace it with an incandescent bulb or bulbs. A toggle switch and one outlet is at the bottom of the medicine chest. The florescent is at the top. There is a red and blue wire coming from the direction of the switch/outlet going to the ballast of the florescent. The red is connected to a black wire of the ballast and the blue goes beyond the ballast to the end of this 25 watt fixture. Can i attach a incandescent ( voltage wise ) fixture and just what is the blue wire? Is it a neutral? If so, why blue? Why not white?

I hate these things. Is it a medicine cabinet that has all of this built in? If so, scrap it and start new. They are especially dangerous if not grounded properly. If it's the kind I'm thinking of, with the metal case.
