Fire sepration pierced by raceway

CEC Rule 2-124 says...."where a fire separation is pterced by a raceway or cable, any opening around it shall be properly closed or sealed in compliance with the Nationa building code of Canada"

What is that rule.. can we just put concrete around it or do we have to use any other material.
is there any rule in CEC about it..

I know here in the US where a cable runs through a plenum (air duct) perpendicularly or through top/bottom plates of stud walls, we use a fire caulk to seal around the wire. You should be able to find this at your local hardware store near all the other caulking. I can't say for certain that this would be acceptable in your situation, the NEC and CEC vary slightly in what is acceptable and what is not.
