extra wire before rec box

Hey, I was called into a job to "fix" some wiring. The guy before looped the wire to the rec. prob about 10 inches before it went into the box. Im a little confused on this one, he said its required. Am I missing something or is he confused with the extra that has to be left outside the box after the wire is in.

extra wire before rec box

If there is extra romex behind the wall going into the box, it allows for extra when you need it, in case the wire gets cut too short later on down the road. Not required, but handy with ceiling lights.

The wire needs to be stapled within 1 foot of the box. The loop if you put on in, has to be after the staple. It is not required.

Not in the NEC, but some areas around here are pushing for that.
