Extending Wiring Codes

I have to re-route some wiring in my home. The existing wiring will not be long enough. I plan on using a box for the splices. Does the box have to be accessable without removing plaster?

In my opinion it would be very desirable but not always necessary. Codes vary from country to county and state to state even local county's and towns can enforce codes so there is no way for me to make a absolute recommendation on this one.
