Question

Exposed wiring - would this be Code?

Hi,
I own a house. The previous owner installed a garage door opener which came with a standard electrical plug. He plugged this into an extension cord and the cord into a wall outlet.
As far as I understand (Ontario, Canada), this is not up to code since it is a "permanent" fixture.
Since I am doing some other electrical work (which will get inspected), I thought I can fix this one too for the same price.
The standard way to do it would be to fish a cable inside the drywall to the outlet and do a permanent connection there. However, I would rather not fish in the garage and risk screwing-up the vapour barrier since my son's room is on top and don't want any gas vapour / combustion gases seeping through.

Would it be to code to simply staple #14 x 2 Romex to the drywall and then driving it into the receptacle at the receptacle level? Or will this "exposed" cable be considered not up to Code?

Alternatively, how can I surface-mount / run Romex that would be compliant?
