error on Subaru milleage meter


what about similar error when using smaller size of tires (ie winter tires) The tires makes more turn for a given distance but a higher readings on the millaege meter .... I thing i am right in my analysis specially if i must pay 0,15$ for each excedentary km when i returned the car after a 4 years driving 4 months a year with these tires,,,????
