Electricity Drain

The electric bill over the last few months has been outrageous like $260-$350 per month between 2 houses and a barn. We use the normal: lights, TV, computer, fridge, ETC... This last month we've both had our AC's off and on as needed w/ nothing else very much differently. This last months bill was just above $110 w/ the AC's. In the barn we use an elec. fence charger, over the high months we had it in use until last month when it hadn't been charging the whole line. My question is... If the box or anywhere along the line was grounding out, would it make the charger use more elec. and ultimately increase the use and bill?

Its possible. Do you know what it is supposed to draw, and can you measure the actual draw? (Amps, not volts)
