Electrical Permits, Codes and Inspections?

As some of you know I am adding 2 additional ceiling fixtures in my garage for fluorescent lights. I am assuming I need a permit for this yes? As well I will need the full battery of inspections I suspect. This is all new to me so any help from experience in this area is much appreciated. How much do these permit/inspection packages usually cost? What if I get all the wire run, drill and cut the holes and then have an electrician do all the connections and box installation - will I still required to get any permits on my own separate from the electricians?

Yes I realize that these things exist for my protection, but I may not have decided to venture out on this job had I known all this initially. Maybe I am making it out to be a bigger deal than it actually is?

This whole thing is turning into a much more complicated affair than I originally anticipated.

HELP!!

In theory yes,but on something that small,no.You could call your county building and permit office them and ask them or check their website.I personaly would not call for an inspection($$$) for a ceiling fan, attic fan or added lights.Maybe if i did a subpanel or addition/finishing basement.
