Electrical outlet not working.

How do I find out why the outlet is not working? It is wired with a red wire, black wire, white wire & ground wire. None of the wires are live & no fuses seem to be blown. Could the problem be related to the red wire? This seems unusual in an electrical outlet. If it is for a switch, I cannot find it. Suggestions?

A red wire on the receptacle along with the black may indicate a switch controlled receptacle. In this arrangement one half is hot all the time.

Do you have any test equipment? It would really help with the troubleshooting.

If you have breakers the breaker could look like it is still on. Turn it off then back on to reset it.
