Electrical holes in framing have red/gray flakey insulating substance


Does anyone know what this stuff is? I have a 5 year old house built in central NC. Around all of the electrical holes in the subfloor and top plate 2x4s is this mound of red and gray clay like substance. It seems loose and gets all over the attic. What is this stuff? And should it be flakey chips that just blow or are easily moved from their little mound around the wire?

This might be draft-stopping to slow the spread of fire. A pic would help greatly.
