Every service hookup will be different, there are too many variables: whats the distance, what type of terrain, is the pole already there, what size service... and so on. POCO may even require that they hook it up to the transformer and your meter.
Call a local electrician or the POCO and ask for a quote.
You would think the builder do it, but they don't. There was an electrical provision in ours and apparently this is only for electrical work in the house only, not connect to the mains. I think ours was around $750 for double bracket (?) but it was an ugly thing above garage to the pole on roadside.
