Electrical conduit coming through foundation leaking inside

I have my conduit running from my electrical panel
Out the side of the panel and out the foundation of the house to my pool filter and heater
Water keeps leaking into the basement from inside the conduit when I get heavy rain or a few days of rain
Do I have to dig it up or is there some kind of expanding foam to spray inside the conduit

Electrical putty. Use it to plug the hole inside. It is made to be compatible with wire insulation.

You could try duct sealing both ends of the conduit that should be done to any conduit going outside the building.
