Well, yeah, you need to put a cover on it, especially since it'll be a rental.

But you really need to know what it's providing power for. If something goes wrong with it or what it's powering it would seem like a bad idea to have to figure that out with a tenant in the property.

I would think that the Bare wire outside would be going to a ground rod from the panel n the left. See if you can verify this.

Dig a trench 2"-3" to bury the wire (there probably isn't enough bare there to dig very deep, but it doesn't need to be).

The ideal method would be to run the bare in 1" conduit above ground, and strapped to the building.


Installation is the Reverse of Removal.
