electric roofing cables

I have bought roofing cables that say that they are rated at 375 watts and !)20VCA.> however they keep shorting and the electrician tested them and they were each drawing 10.2 amps instead of the ecpected 3.1 amps. Is this usual or safe?
they never actually dropped to 3amps and they are rated for that at much colder temperatures than we had that day.

Roofing cables? Do you really mean heat trace wire?

Were the ends terminted properly?

Even if you are on the right track, you will still get run over if you just sit there.
