Electric Panel Clearance

I'd like to move a water and build a closet near an electric panel. I'm somewhat confused by the 3' and 30" clearance needed in front and to the side of an electric panel. Will I be able to put the water heater where I have it on the diagram? It's not directly in front...

Also, can I put a door to the right of the electric panel?

I've attached a diagram. I hope it makes sense.

Yes.

How wide is a toilet vs how much wall space do you need to install one?
Same principle. The panel gets installed centered on 30" of wall space and then you keep the area in front of that clear for 36".

Electric Panel Clearance

Actually, it is my understanding that 30" wide clearance for the panel does NOT have to centered on the panel. Given your diagram, it looks like you should be fine.

The panel does not need to be centered in the 30" width. It can be anywhere in that width.
