Electric Dryer not turning on

Been reading everything I can regarding how a dryer should operate but can't get a brand new dryer to work. The "repairman" indicated that the voltage was too low @ 230V at the outlet. Didn't sound right as the old dryer worked fine. Most posts I have found seem to agree.

The weird part is this:
1) Outlet Voltage is 230V (3 prong) split roughly even across the two hot terminals - this is without the dryer plugged in
2) Plug in the Dryer and I take the Voltage at outlet (or at the back of the dryer) and one terminal is 115V (to neutral) and the other is 5V (to neutral) - This did not occur with the old dryer
3) If I test resistance over the same terminal connection that has low voltage, it also has roughly 6 ohms (disconnected from power)

I am having a really hard time understanding why the voltage drops so much when the dryer is plugged in and NOT powered on. I would understand the voltage pull when the dryer was on but not when not pulling electric and why resistance would be so high when not powered on.

My only answer left is that something is deffective in the dryer but wanted to be more sure before the device is swapped out.

Thanks for any help.

Where are you located ?

You have a loose connection on the terminal that is going down to 5 volts.Check the connection in the receptacle and at the breaker. It could even be the breaker connection to the busbar in the panel.

dryer would not be the source of your problems. are you sure the dryer cord is attached to the proper terminals. did you use a 3 wire or 4 wire cord?
