I replaced a six foot baseboard. It has power at wire connections but baseboard does not heat up. There are four wires coming out of the wall plus two grounds. I have the whites connected to each other. and the blacks connected. any Idea what is wrong.

Heater has a switch or thermostat that is off or defective.
Heater is 240 volts and power supply is 120volts.
You hooked it up wrong.
Thermostat on wall is bad.
Heater is defective.
What did the instructions state, that came with the new unit? Also, how many wires go to the thermostat that controls it. Before you replaced it, was the old one working fine?

Are you reading 240v across the wires that come from the wall? Where is the thermostat located, is it wall mounted or housed within the baseboard? At the other end of the baseboard, is the wire from the element tied to the wire that loops back to the junction box you're splicing in? Is this, in fact a 240v heater with a 240 volt supply?
open the other end of baseboard you probably have an open splice
