when i pull the neutral wire from the neural bar in the panel box the circuit still stays on

Why are you doing that? Are you sure you have the correct conductor?

IF you pulled a neutral from a multi-wire branch circuit, the circuit certainly would stay on, but with wildly fluctuating voltages --- enough to cause damage to certain electronic items that may be plugged into one of the circuits.

Why are you doing this?
This can kill any electronics that you have plugged in.

We need more info to help you. Specifically which neutral wire from where? Why are you doing this - trying to troubleshoot a problem?
