Drilling Foundation for Electrical

My current electric line to the garage is set in a rotten window frame. My cable and phone connections are also in a different area of the rotten window frame.

I would like to drill 2 holes through the foundation. One hole for telco/cable and the other for the garage. I was thinking of using drilling a 3/4 inch hole and then put conduit thought the hole.

Does NEC allow a hole that is a couple (2-3) of inches away from the main pannel hole into the basement?

Also, do you have any recommendations/tips about drilling the hole? I think 1/2 would be too small.

You can put holes where you describe. The 3/4" bit will be too snug, I'd go with 1" and seal around the penetration.
